In June 2022 Nottingham City Council adopted 'The Reduction of Carbon in New Development Informal Planning Guidance'. 

This Informal Planning Policy Guidance seeks to support the City Council’s agreed Action Plan to achieve Carbon Neutrality by 2028. It provides further guidance on the policies of the Aligned Core Strategy and Land and Planning Policies Document (LAPP) and will be a material consideration in the determination of planning applications.

Primarily, it explains the implications of Policies CC1 to CC3 in the LAPP, however, it is important to note that other LAPP policies are also relevant when considering carbon such as those relating to transport, landscaping and biodiversity. It seeks to explain and encourage the incorporation of carbon reducing techniques in new development, building on existing Local Plan policies. 

Under this Guidance all new applications for development of 10 or more homes or commercial development of 1000 m2 and above will be required to be supported by a Carbon Reduction/Energy Statement, demonstrating how the proposed development contributes towards the City Council’s carbon neutral objective. The Statement will cover energy efficiency, renewable energy and sustainable design and construction.

The 6-week consultation period closed on Monday 29 November 2021. The Council reviewed all comments received and considered whether changes to the draft informal planning guidance were required.

The Council will be progressing a Supplementary Planning Document in 2023 to support its approach to carbon neutrality, and formulating new policies to tackle this issue in its emerging Strategic Plan, which will secure increasingly sustainable and carbon neutral development.
