The Education SPD provides guidance on the requirement for housing developer contributions where appropriate to support new and/or expanded educational facilities in accordance with the Town and Country Planning (Local Development) (England) Regulations 2012. The consultation period for the revised draft document ended on 31 March 2026.
The proposed revision is focused and limited. The main change is an update to the per‑pupil cost figures, bringing them in line with the latest Department for Education (DfE) evidence on the cost of providing school places. These updated costs ensure contribution estimates reflect actual local build costs and future demand and can be indexed appropriately in coming years.
In addition, the SPD includes updated supporting text to reflect the latest national guidance, updated pupil yield assumptions and small wording adjustments in earlier sections. No wider policy changes are proposed.
It is only the proposed amendments that are shown as track changes that we are consulting on (underlined for additional text, strikethrough for deletions or on some occasions notes explaining the changes). We are not consulting on other more detailed aspects of the SPD. The rest of the document that is unaltered does not form part of this consultation.

The Council will consider all the consultation responses before adopting the SPD. Once adopted, the SPD will be used to guide and determine any future planning applications. The final SPD will be made available on the Councils’ website along with a Report of Consultation, and an Adoption Statement.
