What is Prevent?

Prevent aims to stop people from becoming involved in or supporting terrorism. It forms part of the UK government’s counter-terrorism strategy, known as CONTEST. Prevent is one of the four P’s of CONTEST:

  • Protect- to strengthen protection against a terrorist attack.
  • Prevent- to stop people becoming terrorists or supporting terrorism.
  • Prepare- to mitigate the impact of a terrorist attack.
  • Pursue- to stop terrorist attacks.

What is the Prevent duty?

The Prevent duty sits alongside other safeguarding responsibilities for professionals and helps reduce the risk of people becoming terrorists or supporting terrorism. The duty requires specified authorities, such as Education, Health, Police and Criminal Justice agencies, to safeguard those who are susceptible to radicalisation.

What are the objectives of Prevent?

  • Tackle the ideological causes of terrorism.
  • Intervene early to support those susceptible to radicalisation.
  • Enable those who have already engaged in terrorism to disengage and rehabilitate.

Prevent operates within a non-criminal space, intending to pre-empt criminal activity. This ensures the protection of communities and not its criminalisation. Importantly, those who receive support from Prevent do not receive a criminal record.

What are some signs of radicalisation?

There is no one size fits all approach, as everyone is different. However, there are some signs to look out for.

  • Us vs Them mentality
  • Refusal to listen to and accept other points of view.
  • Change in friends or associates.
  • Being secretive.
  • Accessing and sharing extremist material online.
  • Condemns other cultures, races and religions.

Use the Notice, Check, Share framework if someone you know might be showing signs of radicalisation.

Notice -This involves recognizing changes in behaviour, appearance, or online activity that cause concern. Examples might include shifts in social circles, increased aggression, or expressions of extremist views - although it is crucial to note that these changes don't automatically indicate radicalization as other factors may be at play. 

Check - Before taking further action, it's important to check your concerns by discussing them with a trusted colleague, manager, or designated safeguarding lead within your organization. This step helps to gather more information, assess the context, and determine if there's a genuine cause for concern. In some cases, a Prevent point of contact may be able to offer guidance. This is particularly relevant where your concerns do not relate to your professional role e.g. where the individual involved is a family member or friend.

Share - If, after checking, you still have serious concerns about potential radicalization, you or, where relevant, your manager should share your concerns with the appropriate authorities by means of a Prevent referral.

The Prevent Co-ordinator works to implement and support the Prevent duty and is responsible for ensuring Nottingham City Council's compliance with the statutory Prevent Duty. This includes liaison with police and other partners, coordination of shared meeting structures, delivering Prevent training and offering advice when required.

The Prevent Education Officer’s role is to lead on engagement with schools, other educational settings and partners in Nottingham, to help stop young people from becoming drawn into and supporting terrorism. The Prevent Education Officer is responsible for coordinating and delivering Prevent education, awareness and priorities to schools within Nottingham and to ensure they are equipped to engage with concerns relating to radicalisation and extremism.

The Prevent Delivery Officer is responsible for the effective implementation of the Prevent duty throughout the city and county of Nottinghamshire. This involves conducting training for all relevant organisations across the county, including district and borough councils.

What happens after I make a referral?

Once a referral has been made, an intelligence assessment of the case is completed. A Police Gateway Assessment is conducted, where information is evaluated against specific criteria and guidelines. If the case meets the necessary criteria (known as a Section 36 decision), it is passed to a multi-agency meeting called a Channel Panel.

A Channel panel considers live cases, cases for review and those under consideration. To be adopted into Channel, consent must be sought and, if granted the panel will offer a support plan to reduce the vulnerability of being drawn into terrorism. If consent is not given, alternative support may be sought outside the Channel framework.

Cases are reviewed at the six month and 12-month mark.
