Child Employment

Minimum Age

All children between the ages of 13 – 16 years can partake in work providing their employer has a valid employment permit. It is the responsibility of the employer to apply for one, and it must have been granted prior to the child starting work.

Hours of Work

There are limitations on the type of work and number of hours that children can work, for example

  • A child may not work before 7am or after 7pm.
  • They must not work more than a total of two hours on any school day. (1hr before - 7am to School Starts and 1Hr after school finishes till 7pm)

Important Notes:

  • ‘Employers should be aware that an inspection may be carried out at the child’s proposed place of work prior to the permit being granted’
  • ‘It is the employer’s responsibility to keep the Service updated about any changes to the child’s working hours or days’
  • ‘Once granted, the permit will be sent to the child’s address’ and the employer'.

Work Permit

A work permit will only be issued subject to satisfactory school attendance. Information provided may be shared with other relevant parties (Data Protection Act 1998).

The Local Authority may, at any time, refuse or revoke a child's work permit if they believe that:

  1. The child's health, welfare or education is suffering or likely to suffer as a result of the employment;
  2. The child is being unlawfully employed

An employer and any person (other than the child) who employs or knowingly allows a child to be employed in contravention of any Regulations or Local Authority Byelaws are guilty of an offence and liable to prosecution.


Child Entertainment

All children who are of statutory school age or younger may require a licence to take part in events such as:

  • Paid or professional sport
  • Modelling shoots
  • Music and dance festivals
  • Theatre performances
  • Films and television (including voice-over work)

A licence should be applied for at least 21 days before the event and it must be taken into account that each child should be supervised by a licenced chaperone if they are not with their parent, school teacher etc.

Licences are required if the child:

  • Is going to be paid
  • Will be performing for more than four days
  • Will be absent from school
  • Has performance for more than four days in the last six months
  • Will be employed in sporting activities or modelling work

Important Information Before Applying for a Chaperone Licence

Please read Chaperone Guidance before proceeding to the application.

Before submitting your application for a chaperone licence, you must first complete the NSPCC Chaperone Training.

How to Book Your Training

Required Documents

Once you have completed the training, you will need to upload a copy of your certificate along with the following documents:

  • Proof of Identity – Provide Two of the Following:
  • Passport
  • Birth Certificate
  • P60 or P45 (showing your National Insurance number)

Proof of Address – Provide One of the Following:

  • Mortgage letter
  • Bank statement

Additional Requirement

  • A passport-sized photo

Should you not have any of the ID documents listed above, please click here to view the DBS disclosure requirements and identify which document you can provide to verify your ID.

Disclosure and Barring Service (DBS) check

  • You will receive an email from the Education Welfare Specialist in order to set up your DBS check
  • We will provide you with a date (these are usually the last Thursday in every month at Dragon Court, Woolsthorpe Close, Nottingham NG8 3BP) to then verify your ID in-person, for your DBS to proceed.
  •  Once we've verified your ID, we have no control over when we'll receive a result from the DBS check as there are several different factors affecting how long it can take
  • If a trace is found then you'll be invited to an interview to discuss any convictions you have, to see if we deem you are still suitable to work with children or not.

We're currently unable to complete a DBS check through the DBS Update Service. We need to perform our own DBS check. Completing this service should take around 15 minutes

  • Referees Details
  • Payment Details

PLEASE NOTE: This form does not have a save option and will require you to complete the form in one go. This form will timeout after 45 minutes of inactivity.

What happens next?

After you submit your application for a Chaperone Licence, we will review it and issue the licence within 21 working days.

"The Licensing Authority must not approve a person as a chaperone unless it is satisfied that the person is suitable and competent…" (Regulation 15(4) (a), The Children (Performances and Activities) (England) Regulations 2014)
