Sajeeda Rose Sajeeda Rose

Sajeeda is the Chief Executive of Nottingham City Council. She is responsible for the managerial leadership of 7,000 staff and for providing policy advice to elected Councillors.

Prior to becoming Chief Executive, Sajeeda served as the Council’s Corporate Director for Growth and City Development. In this role she was responsible for all aspects of place development for the city including all functions relating to Economic Development, Property, Planning, Transport, Housing and Regeneration.

On behalf of the Council, Sajeeda has led the major redevelopment of the Broad Marsh area in the heart of the city centre, successfully transferred housing management services back into the Council, she was also a key part of the team that established the East Midlands Combined County Authority and she has overseen the effective management of the Councils 3,600 properties and nearly £1billion of Council assets.

Before joining Nottingham City Council in September 2021, Sajeeda was the Chief Executive of the D2N2 Local Enterprise Partnership where she was influential in successfully securing and delivering investment to support the regional economy with a strong track record of performance and delivery.

Jill Colbert

Jill Colbert is Corporate Director for Children and Education Services, with responsibility for children’s social care, youth justice, education and early years.

Jill is the statutory Director of Children’s Services (DCS).

Prior to joining Nottingham City Council, Jill was Chief Executive of Together for Children (the operating company that delivers all children’s services) for Sunderland City Council. Prior to Sunderland, Jill worked for Trafford Metropolitan Borough Council, as the Corporate Director for Children, Families and Wellbeing. Here she held the roles of statutory Director of Adult Services and Director of Children’s Services, with responsibility for the Director of Public Health and integrated Commissioning for Adults and Children’s services.

Colin J Parr

Corporate Director, Communities Environment & Resident Services

Colin joined the council’s Corporate Leadership Team (CLT) in the summer of 2023, joining Nottingham City Council to lead the Communities Environment & Resident Services (CERS) Directorate which delivers the councils frontline Environmental Services including Highways and Waste, our Cultural and Leisure services and our Communities and Regulatory services.

A transformational leader with a background of leading successful change across place and corporate services at some of the largest and best performing councils in the country. Colin joins Nottingham City Council with a clear vision to build an effective, transformational and visible leadership team in the Directorate, to support leaders and managers across CERS in their journeys to transform services across the Directorate to deliver the best outcomes for our citizens and best value for our council tax payers.

Whilst transforming services within CERS, Colin also intends to play a prominent role as a member of the Councils CLT to lead and stimulate the change required across the whole council and our City partners to allow Nottingham to fulfil it’s potential as the economic powerhouse and cultural heart of the wider East Midlands region.

Vicky Murphy, Corporate Director Adult Social Care and Health

Prior to joining Nottingham City Council in November, Vicky was the Service Director of Adult Social Care and Deputy DASS at the London Borough of Haringey since May 2022. In this role, Vicky managed all social care operations, commissioning and integrated health.  

As a registered and qualified mental health social worker, Vicky brings over 28 years of experience to her role, including leading national initiatives through the Kings Fund and regional projects for the Association of Directors of Adult Social Services (ADASS). She currently holds a national role with ADASS as Co-Chair for both the National Social Care Partnership Board and the National Care and Justice Network. 

Vicky is a highly experienced transformation lead, known for her ability to transform services across various local authorities and health organisations. Her efforts have significantly improved performance and outcomes for residents while achieving and exceeding agreed savings targets. 

Before her tenure at Haringey, Vicky held senior management positions whilst at Stockport Metropolitan Borough Council and for the last 6 months stepped up as the interim Director of Adult Social Care.  Her portfolio included directing all adult social care operations, commissioning and integrated care.

Vicky possesses in-depth knowledge of the Council’s statutory responsibilities within a financially constrained environment.
