Early Bin Collection Due to Hot Weather |

With extreme temperatures forecast, our waste and recycling crews will be starting their rounds earlier this week to stay safe in the heat. Please put your bins out by 6am on your collection day.

The Council will keep S106 contribution costs under review to ensure they reflect current market conditions. In all cases, the most uptodate calculations will be applied, depending on the type of infrastructure to be provided, either onsite or through full or partial commuted sums (financial contributions). 

The infrastructure types below use the latest available figures. These are generally updated on or around 1 April each year. The S106 Estimator also uses these figures. 

Note: As of June 2026, a new version of the S106 estimator has been designed, updating and improving on the original version. This version is now available to download on the S106 Estimator page.  

Detailed below are the updated costs for each type S106 contributions. 

As set out in the Affordable Housing Policy and Developer Contributions Supplementary Planning Guidance, and the Affordable Housing Contributions arising from Student Accommodation Supplementary Planning Document, there may be circumstances where Nottingham City Council will accept commuted sums (financial contributions) in place of onsite affordable housing. For student accommodation, this is generally the preferred approach. 

The guidance sets out the methodology for calculating commuted sums, based on data published by the Land Registry. The figure is updated annually in April (or when new data becomes available). 

For the 12month period to April 2026, the average price of a semidetached dwelling in Nottingham City was £228,844.29 (standard transactions only). A contribution equivalent to 25% of this figure (£57,211.07 per affordable dwelling) will be used as a starting point for negotiation. 

Further explanation about the formulas used is set out in the SPDs (see links above). The S106 Estimator can be used to calculate indicative contributions for residential and commercial development. 

Affordable Housing Contributions last updated June 2026. 

As set out in the Provision of Open Space in New Residential and Commercial Development SPD (2026), there are instances where Nottingham City Council will accept commuted sums in lieu of onsite open space. 

The current multiplier for offsite contributions is £1,345.00 (updated May 2026). This is used to estimate the cost of providing new open space per person. Contributions are based on the expected number of occupants, as follows:

Open Space Contributions last updated June 2026. 

As set out in the revised Education Contributions from Residential Development SPD (2026), contributions for school places are based on the relevant average regional costs published in the latest Department for Education school places scorecard, with a 10% uplift applied. 

Current costs are: 

  • £23,169 per primary pupil, 

  • £31,867 per secondary and post16 pupil, 

  • Plus, a 7.5% uplift for special educational needs and disabilities (SEND).

Education Contributions updated June 2026.

Contributions support a range of initiatives to help secure employment opportunities for Nottingham residents. These may include: 

  • developing a skilled labour pool aligned to vacancies, including apprenticeships and work experience; 

  • supporting residents facing barriers to employment through training, qualifications, and equipment; 

  • working with developers and contractors to maximise local employment and skills benefits, including through corporate social responsibility commitments. 

Activity may take place on development sites or elsewhere in the city (for example, job fairs, community events, workshops, and sectorbased programmes). 

A proportion of contributions is used to support the Nottingham Jobs service in coordinating Employment and Skills activity. 

The S106 Estimator can be used to calculate indicative contributions for developments with build costs over £1 million. 

These estimates relate only to financial contributions. Additional obligations may be secured through an Employment and Training Plan. Early engagement with the Nottingham Jobs team is recommended.

Monitoring and Administration Fees 

All S106 agreements are monitored regularly to identify when payment triggers are reached (for example, commencement, completion, or occupation). Contributions become payable at these trigger points. 

While developers are expected to notify the Council when triggers are met, this is not always the case. To cover monitoring and administration costs, a fee of 3% of S106 contributions is applied, capped at £7,541.01 (2026). The cap is updated annually in line with the Retail Price Index. 

Legal Fees 

The Council’s reasonable legal costs for negotiating, preparing, and completing S106 agreements are recoverable from the developer. These are separate from the planning obligation and do not form part of the contribution calculation.’
